Unknown Signals
Unknown Signals are mysterious cargo drops on parachutes that appear periodically in Survival Mode. It’s your choice if you want to hunt them down; there are no consequences for ignoring them, and no risks in looting them. A few of them have «surprises», but none of them is dangerous to players.
When encountered on planetary surfaces, the parachute will deploy and the cargo drop will slowly float down. When encountered in space, the canvas has not been used and can be looted.
There are strong and normal unknown signals. On a multiplayer server, an unknown signal can be used as an implicit indicator of another player’s presence.
This feature can be disabled in the World Settings.
Unfortunately, unknown signals do not spawn in the Xbox release of the game. If you would like them, please create a feedback ticket and gather as many votes as possible.

Countdown
When the countdown reaches zero, the cargo drop self-destructs audibly but without leaving any damage.
Appearance
The default cargo drop is a small, roundish, unpropelled craft of Light Armor blocks that will always at least contain the following:
If you get to the cargo drop before the countdown ends, you gain some random loot:
Cargo drops keep spawning randomly during longer play sessions. However there is a limit that you can only loot three new skins per day. If you repeatedly get «You found nothing» from the lucky button, try again the next day.
Normal Unknown Signals
Normal unknown signals appear in singleplayer and multiplayer games. Cargo drops always appear within 5 kilometres of a player (in jetpacking distance). Players are alerted to their cargo drop with a green signal if they have signals enabled on their HUD. From 80 metres away you can also hear a beeping sound when approaching.
Strong Unknown Signals
Strong unknown signals appear only in multiplayer games. They are often far away from you, even requiring space flight to reach them, because they spawn within 50 kilometres (?) of any player. Players are alerted to these cargo drop with a yellow signal if they have signals enabled on their HUD.

You have a small chance of getting a skin
«Small chance» equating to «almost definite certainty» the first few times round. the more skins you collect the less likely you are to score a new one.
Really, I have been grinding those damn things forever. I had no idea they did anything useful. They just looked like something dumb to me, lol.
They do something useful. They give you free resources.
The skins are the part that isn’t useful. XD
Be mindful that some of these are occasionally tricky and will roll around uncontrollably on the ground, or in space fly away from you quickly. Possibly other tricks too.
The materials they provide are the main benefit since these can help make early game much easier or help deal with shortages of silver (as reactor parts can be salvaged to silver in an assembler). The occasional upgraded tool is also useful.

Sounds like one of the new «Cargo Drops» added in last weeks update.
Edit: I don’t see anything in the update to indicate something different between strong and normal. But who knows. Maybe Keen included a surprise.
Maybe related to the distance it was away from you?
Iv never seen a strong one. but never seen a normal anywhere near that far away
I’ve gotten a zebra helmet from a strong signal drop (the only strong drop to yield something so far). I’ve gotten glamour boots and various rainbow skins from regular drops.
I was curious what the difference was between the strong and regular drops aside from distance. Better chance to get loot? A chance to get better loot?
Had this happen. Not so much on a multiplayer server but a game I am running locally. Took screen shots of them. 2 spawned about 200Km from each other. hauled to make it to one with about thirty seconds to spare. Hit the button and a try your luck elsewhere. Nice to see something new though.
